To get the Ultima keyblade, you must synthesize materials. Note that the best keyblade is actually the fenrir.

Kingdom Key/Defender	A keychain attached to the Keyblade. Increases Defense at critical moments.
Bond Of Flames/Fire Boost	Enhances magic to increase the damage dealt by fire-based attacks.
Oblivion/Drive Boost	Has great strength, and allows the Drive Gauge to restore quickly during MP Charge.
Ultima Weapon/MP Hastega	The Keyblade above all others, holding all power and will increase MP restoration once all MP has been consumed.
Oathkeeper/Form Boost	Enhances magic and increases the duration of Drive Forms.
Starseeker/Air Combo +	Increases maximum combo by 1 in midair.
Hidden Dragon/MP Rage	Restores MP relative to the amount of damage taken.
Hero’s Crest	Increases Damage of the finishing move in air relative to the number of hits in the combo.
Monochrome/ Item Boost	Increases the effect of the restoration items used on the field.
Follow The Wind/ Draw	Draws in nearby Orbs
Circle Of Life/ MP Haste	Has great strength, increasing MP restoration speed after MP is consumed
Photon Debugger/ Thunder Boost	Increases damage done by thunder-based attacks.
Decisive Pumpkin/ Combo Boost	The greater number of combos landed, the more damage dealt, heading to a strong finishing move.
Gull Wing/ Experience Boost	Greatly increases the amount of experience gained when defeating an enemy at a critical moment.
Rumbling Rose/ Finishing +	Has great strength, allowing finishing combo moves to unleash successfully.
Gaurdian Soul/ Reaction Boost	Has great strength, increasing the amount of damage dealt from reaction commands.
Wishing Lamp/ Jackpot	Wishes come true by increasing the munny drop rate, as well as HP and orbs.
Sweet Memories/ Lucky Lucky	Although it does not enhance the attack strength, it increases the drop rate of items.
Sleeping Lion/ Combo +	Well balanced with Strength and Magic, increases maximum ground-based combos by 1.
Mysterious Abyss/ Blizzard Boost	Enhances Magic to increase the damage dealt by blizzard attacks.
Fatal Crest/ Beserk Charge	Increases strength during MP Charge and allows combos. When equipped, the combos finishing move is disabled.
Fenrir	Our Description: The Fenrir was given to you by Tifa. It has better strength than the Ultima Weapon, and its combos are fantastic.
